Changes feed

Pro and Enterprise. Each time CBP publishes a new FIRMS list we compare it with the previous one and record what changed. Use the feed to keep your own copy of codes in sync.

cursor meta.next_cursor from the previous page, with the same other parameters

Changes come oldest first. To poll, save the last changed_at you processed and pass it as since next time (you may see that last change again, so de-duplicate on code + changed_at). before and after hold the source columns that changed. Each page is one call.
